I thought Missiles were the only ammo that had the ability to select 100% of any damage type. I am sure hybrid/projectile/rail ammo all contain split damage types. A better argument to as why there are reload timers would be, that 2/3 of the rem...

Isn't there only like 4 skills that affect ECM, so 2 mil would be pretty close to capping ECM. and Hell in a BS you don't even need reduced CAP/cycle. Don't really need falloff capped in PVE, at most you really only need 2/3 skills @ 5 for an ecm ...

To be fair the cane doesn't really truly suck at shield tanking. It just relys more on speed tanking with shields than say a drake. Or a myrm.
